In our 30-plus years of providing construction services like Earthworks, Site Clearing, Underground Utilities, Paving, and more, Tucker Paving has worked on both the public and private sides of the industry. We’ve done work on many different types of projects, like theme parks, schools, residential subdivisions, public parks, city road enhancements, and more. While the work is the same, there are many differences between public-facility sitework and private developments.

Differences Between Public and Private Sitework

  1. Who Is Paying. With public-facility sitework, the work is being paid for by the taxpayers through government channels; there are likely local, state, and federal laws that govern how such funds can be used. With private work, the client pays either through their own money or through loans or investors.
  2. Approvals. Public projects have a set pathway of approvals through boards, the bidding process, councils, public commentary, and more that must be followed to get approval and finalize the details. Private projects usually only need approval from zoning, planning, and permitting entities.
  3. Design for Lifespan. Public projects are usually built to withstand heavy use and to last a long time. Generally, public works are designed to be safe and accessible for all with low maintenance. Private projects are built to meet the needs and aesthetics of the client.
  4. Scope of the Project. Public-facility sitework must take the usage of the site into consideration, now and in the future. Contractors might install more robust utilities, thicker asphalt, or bigger parking lots to meet the needs of future growth. The sitework for private development will focus on what the client wants.
  5. Oversight. With private projects, oversight is done by the client and government permitting offices. With public projects, there are many different groups and entities, at varying levels of government, who are tasked with ensuring the project is in compliance with laws and regulations.
