Preconstruction planning focuses on planning out the work in detail, including proactively heading off problems before they actually arise. It can include assessing the site; estimating the costs of materials, equipment, and manpower; understanding zoning regulations, building codes, environmental regulations, and securing the necessary permits; and creating a detailed timeline of the work to be done and assigning clear roles to each stakeholder.

- Miscommunication between stakeholders, workers, suppliers, utilities, etc.

- Generating waste as the parts of the project that were done incorrectly or not up to code will need to be scrapped and redone.
